Советская внешняя политика 1960-1980-х годов. Эклектичность и противоречивость

Рассмотрено развитие внешней политики СССР в 1960-1980-е гг. Основной аспект внешнеполитического курса - коммунистическая идеология использовалась для распространения влияния СССР в мире, но внутри Союза ССР переживала нараставшую эрозию, что обусловливало определенную противоречивость советских внешнеполитических инициатив. Выделены факторы, определявшие внешнюю политику СССР и основанные на поиске баланса со странами Запада и с растущим намерением советской политической элиты встроиться в глобальную повестку. Показано влияние на внешнюю политику СССР экспертного сообщества в числе советников советского партийного руководства.

The article examines the subjects related to the development of the USSR’s foreign policy in the 1960s-1980s. As the main aspects on which the Soviet leadership relied in pursuing its foreign policy course, the author highlights the communist ideology, which was used to spread the influence of the USSR in various regions of the world, but at the same time was experiencing increasing erosion within the Union of Soviet Socialist Republics, which in turn caused a certain inconsistency in Soviet foreign policy initiatives. The factors that shaped Soviet foreign policy are also highlighted, based on the search for a balance with the countries of the West and with the growing intention of the Soviet political elite to insert itself into the global agenda. In addition, as a separate factor, the article highlights the influence on Soviet foreign policy of the expert community of advisors, consultants, etc. in the entourage of the Soviet party leadership.
