Assessment of medical organizations managers in personnel management literacy

Effective personnel management is a key professional attribute of managers in the healthcare system. Despite the specifics of management in medical organizations, basic management knowledge remains relevant for all managers, regardless of the economic sector. However, the basic competence of medical organizations’ managers is given undeservedly little attention. We developed a basic competence assessment tool and used it to test the managers of medical organizations. Objective. To assess managers for competence in personnel management and conduct a comparative analysis of the performance of managers depending on various characteristics (gender, age, work experience, etc.). Material and methods. The test «Competence of managers in personnel management» (CMPM-test) has been developed, which identifies areas of development of the manager and highlights topics for further training on personnel management. The test includes 79 questions divided into 6 groups. One hundred eighty-six volunteers were surveyed online using the test. Results. The results indicate different competence levels of managers, although in general it scored low in all respondents. Female respondents performed better than male ones. Similarly, respondents with secondary education performed better than those with university degrees. Respondents who received additional training were more competent. Depending on the work experience, the following patterns were observed: a higher competence among managers with 11-15 years of experience (the highest results) compared to young professionals (total work experience up to 10 years), a lower percentage of correct answers and the lowest level of competence among managers with a total work experience of 31-35 years and more than 36 years. Conclusions. Differences in the competence level of managers in personnel management were revealed depending on gender, education, additional training, and work experience. To explain these differences, more research is needed accounting for other factors that might have affected the results obtained. © 2023, Media Sphera Publishing Group. All rights reserved.
