Реформа сектора безопасности в странах Центральной Азии: сопоставительный анализ

В статье рассматривается реформирование сектора безопасности (РСБ) в странах Центральной Азии. В условиях современного развития международных отношений, а также наличия серьезных вызов безопасности странам центральноазиатского региона, тема реформирования сектора безопасности в этих странах, является актуальной. Изучается реализация основных составляющих элементов данной реформы в центральноазиатских странах, как и в военных аспектах безопасности, так и правовых. Особое внимание уделяется развитию данного процесса, его динамике и нынешнему состоянию. Авторы статьи раскрывают основы и особенности политики реализации реформирования сектора безопасности в данном регионе, и, через анализ конкретных действий в этой сфере, показывают, с какими трудностями приходится сталкиваться странам в реализации своих программ реформ, и какие успехи были достигнуты. Отдельно рассматривается роль западных партнеров, в первую очередь ООН и ОБСЕ, в реализации данных реформ. В результате авторы статьи приходят к заключению, что попытка реформировать сектор безопасности центральноазиатских государств через установление гражданского контроля над структурами этого сектора провалилась по причине отсутствия реального политического интереса со стороны правительств стран региона. Республикам Центральной Азии была необходима практическая помощь в разработке и реализации мер по более эффективной охране границ и обеспечению внутренней безопасности, а не развитие процессов демократии и прав человека в сфере безопасности.

Security sector reform in Central Asian countries: comparative analysis

The article discusses the security sector reform (SSR) in Central Asian countries. In the modern development of international relations, as well as the presence of a serious challenge to the security of the Central Asian countries of the region, the theme of security sector reform in these countries is important. We study the implementation of the main constituent elements of the reforms in the Central Asian countries, as well as in the military aspects of security, and legal. Particular attention is paid to the development of this process, its dynamics and current state. The authors reveal the fundamentals and characteristics of policy implementation of security sector reform in the region, and through analysis of specific actions in this field, show the difficulties faced by countries in implementing their reform programs, and what progress has been made. Separately,it examines the role of the Western partners, primarily the United Nations and the OSCE in implementing these reforms. As a result, the authors conclude that the attempt to reform the security sector of the Central Asian states through the establishment of civilian control over the structures of the sector failed because of the lack of real political interest on the part of governments in the region. Central Asian republics was needed practical assistance in designing and implementing measures for more efficient protection of borders and internal security, and not the development of processes of democracy and human rights in the sphere of security.
