Перспективы инновационного развития России при современном состоянии демократических институтов

В последнее десятилетие интерес ученых и экономистов к институциональной теории значительно возрос. Очевидной причиной для этого является прогрессирующая неспособность решить множество социальных и экономических проблем с использованием только рыночных инсти тутов. В той же степени влияние институциональных факторов проявляется и при выстраивании национальной структуры инновационной деятельности. Анализ функционирования демократических институтов в России показывает назревшую необходимость укрепления правовых институтов. Это неизбежно приведет к укреплению формирования демократических институтов в стране, что в даль нейшем будет способствовать стимуляции инновационного развития на разных уровнях экономики. Институциональная среда должна обеспечить подотчетность учреждений для всех слоев общества и, прежде всего, средний класс, который составляет основу эффективных демократических и про зрачных институтов.

The perspectives of innovative development in Russia under the current democratic institutions of the country

In the last decade, the interest of scientists and economists to institutional theory, increased sig nificantly. The obvious reason for this is the progressive inability to solve many social and economic problems, using only market institutions. To the same extent the influence of institutional factors is also manifested in build ing national structures of innovation. Analysis of the functioning democratic institutions in Russia shows the urgent need to strengthen the “Law and Justice” part of their system. This will inevitably lead to the strengthening of the formation of democratic institutions in the country, which will further stimulate innovative development at different levels of the economy. The institutional environment must ensure the accountability of institutions to all segments of society and, above all, the middle class, which is the basis of effective democratic and transparent institutions.
