Исследуется монография М.В. Федорова «Доктрина Симона Боливара». Анализируются строение книги, содержание глав. Обосновывается целесообразность внутреннего построения монографии. Утверждается, что работа является оригинальным и актуальным историко-правовым исследованием, которое вносит теоретический и практический вклад в правовую науку и в решение современных проблем истории государства и права, историю конституционализма, правовых учений.

Doctrine of Liberty and Independence

Problems of using foreign prisoners of war as labours in armed conflicts with the participation of Russia in the period of XIX-XX centuries are considered. Comparative and analytical methods, historical approach are used. Ways of employing prisoners of war during military conflicts, labour rights, guarantees and obligations of prisoners of war serve as parameters of comparison. Characteristics of national and international legislation on the employment of prisoners of war is presented, e. g. grounds of labour, payment for labour, differentiation of prisoners of war into labour groups.
