ПОДХОДЫ К ОЦЕНКЕ ОБЪЕМОВ ФИНАНСИРОВАНИЯ МЕЖГОСУДАРСТВЕННЫХ ПРОГРАММ НА ОСНОВЕ РЕШЕНИЯ ЗАДАЧИ ПО ПОВЫШЕНИЮ ПОЗИЦИИ СТРАНЫ В МИРОВЫХ РЕЙТИНГАХ

Задача: разработать подходы к оценке объемов финансирования межгосударственных программ, направленных на повышение позиций страны в мировых рейтингах. Модель: для решения поставленной задачи предложена экономико-математическая нелинейная регрессионная модель, позволяющая оценивать с одной стороны необходимый объем финансирования, исходя из задач по повышению позиций страны в мировых рейтингах, а с другой, оценивать возможные сдвиги в позиционировании страны в том или ином рейтинге, исходя из финансирования НИОКР. Выводы: в результате исследования предложен авторский подход к оценке финансирования межгосударственных программ, направленных на повышение позиций страны в мировых рейтингах. Ценность: работа может быть применима для оценки объемов финансирования межгосударственных программ, направленных на повышение позиций страны в мировых рейтингах, а также для прогноза динамики позиций страны в мировых рейтингах, исходя из финансирования НИОКР.

APPROACHES TO THE ASSESSMENT OF THE FINANCING VOLUMES OF INTERSTATE PROGRAMS ON THE BASIS OF THE SOLUTION OF THE TASK ON INCREASE OF THE COUNTRY''S POSITION IN THE WORLD RATINGS

Task: to develop approaches to assessment of the financing of the interstate programs directed on the increase of positions of the country in world ratings. Model: the authors develop an economic-mathematical nonlinear regression model that allows on the one hand − to estimate the necessary financing of the interstate program to increase the positions of the country in the world ratings and on the other hand - to estimate possible shifts in country's positioning in the ratings that occurs due to financing of research and development (R&D). Conclusion: the authors' approach to an assessment of financing of the interstate programs directed on the increase of positions of the country in the world ratings is offered as a result of the research. Value: this work can be applicable for an assessment of the financing of the interstate programs directed on the increase of positions of the country in the world ratings, as well as for the forecast of dynamics of positions of the country in the world ratings, proceeding from the financing of research and development
