ПРОДВИЖЕНИЕ ДЕМОКРАТИИ И ДЕМОКРАТИЧЕСКОГО УПРАВЛЕНИЯ В ЗАПАДНОЙ АФРИКЕ: ВКЛАД ЭКОВАС

В статье анализируется создание в 1975 году Экономического сообщества западноафриканских государств (ЭКОВАС), целью которого является содействие сотрудничеству и развитию в экономической, социальной и культурной деятельности и повышению уровня жизни населения государств-членов Сообщества. Показано значение обеспечения политической стабильности для развития разных стран субрегиона Западной Африки. Отмечается, что межгосударственные конфликты, начавшиеся в 1978 году, привели к тому, что Орган глав государств и правительств Сообщества принял Протокол о ненападении (1995 г.), а также Протокол, касающийся взаимной помощи в области обороны, направленный на защиту государств-членов Сообщества от любой вооруженной угрозы или агрессии. В статье рассматривается вклад ЭКОВАС в дело поощрения демократии и благого управления в государствах-членах Сообщества. Обоснован вывод о том, что поскольку и сегодня все еще существуют внутренние конфликты, которые затрагивают разные страны Сообщества, последние рассматривают демократию как единственный вариант развития.

THE PROMOTION OF DEMOCRACY AND DEMOCRATIC GOVERNANCE IN WEST AFRICA: ECOWAS CONTRIBUTION

In article analyses the creation in 1975 of the Economic Community of West African States (ECOWAS) which was aimed at promoting cooperation and development in economic, social and cultural activity and to raise of the standard of living of the people of member states of the Community. In realization of this, it shows the need for political stability for even development in various countries in West Africa sub-region. It noted, that the interstate conflicts which began in 1978 led the Authority of Heads of State and Government of the Community to adopt the Protocol on Non-aggression and also in 1995 to adopt the Protocol Relating to Mutual Assistance on Defence, aimed at giving mutual aid and assistance for defence against any armed threat or aggression on any member state of the Community.This therefore, has made it imperative for member states to see democracy as only option for good governance. In light of the above, it substantiated the conclusion, that because today still exist internal conflicts, that affect different countries of the Community, the last viewed the democracy as once way of development.
