Проблемы выделения особо ценных земель в субъектах Российской Федерации

Рассматриваются основные проблемы выделения особо ценных продуктивных земель в разрезе субъектов пяти федеральных округов Европейской части России. Предлагаются методические подходы по отнесению наиболее продуктивных земель к особо ценным и включение их в перечень земель, использование которых не допускается для других целей. Проведен сравнительный анализ площадей особо ценных продуктивных сельскохозяйственных земель, выделенных в субъектах с площадями, рассчитанными авторами по разработанной методике. Данный анализ показал отсутствие единого подхода к определению перечня особо ценных земель и критериев их выделения в различных субъектах Европейской части России. Это привело к значительной дифференциации доли по субъектам РФ особо ценных продуктивных земель относительно площадей сельскохозяйственных угодий. Установлено, что в 12 (23%) из 53 субъектов Европейской части России особо ценные земли не выделены. По указанным регионам страны авторами определены площади высоко продуктивных сельскохозяйственных земель, которые предлагаются для обсуждения и включения их в перечень для отнесения к особо ценным.

The main problems of allocating especially valuable productive lands in the context of the subjects of the five federal districts of the European part of the Russian Federation are considered. Methodological approaches are proposed to classify the most productive lands as particularly valuable and include them in the list of lands whose use is not allowed for other purposes. A comparative analysis of the areas of especially valuable productive agricultural lands allocated in the subjects with the areas calculated by the authors according to the developed methodology is carried out. This analysis showed the lack of a unified approach to determining the list of especially valuable lands and criteria for their allocation in various subjects of the European part of the Russian Federation. This has led to a significant differentiation of the share of especially valuable productive lands in the subjects of the Russian Federation relative to the area of agricultural land. It was found that in twelve (23%) of the fifty-three subjects of the European part of Russia, particularly valuable lands were not allocated. For these regions of the country, the authors have identified areas of highly productive agricultural land, which are proposed for discussion and inclusion in the list for classification as particularly valuable.
