The most relevant ways of state support for small innovatively active companies are indirect methods, such as the provision of innovative vouchers and state guarantees, which are not as large-scale as direct financing methods, but have an impact on the financial situation of recipients. The article suggests using such means of stimulating small innovatively active enterprises in Russia as an innovation voucher and state guarantees. Examining the experience of developed European countries, the author concludes that it is necessary to introduce a system of innovative vouchers in Russia, which should provide for certain pre-established areas of use. These include standard and jointly funded vouchers, the nominal value of which should be several hundred thousand rubles. The second important way of providing state financial support to small innovatively active companies is the provision of state guarantees on loans. State guarantees of the Russian Federation for innovatively active organizations can act as an anti-crisis mechanism that allows stimulating economic growth. However, it must be remembered that an increase in the number of potential recipients of state guarantees may entail a risk of reducing the stability of the budget system, so the author suggests limiting the amount of state guarantees to 2 million rubles, as well as introducing special conditions for receiving this type of state support.
