Китайский подход к глобальному управлению: вызовы и перспективы

Восприятие Китаем глобального управления претерпело трансформацию. От компонента биполярной системы он превратился в противостоящую силу и постепенно стал бенефициаром, защитником и реформатором нынешней системы. В настоящее время продвижение Китаем глобального управления все еще совершенствуется, но его подходы к общей структуре базируются на основе концепции «Сообщества единой судьбы человечества». Вызовы, с которыми сталкивается продвижение Китаем идеи «Сообщества единой судьбы человечества» включают в себя фрагментацию и изоляцию на уровне системы глобального управления; формирование консенсуса в отношении многосторонности и ценностей; недостаточность норм, правил и законов глобального управления.

The article discusses China’s perception of global governance, the current state and challenges of Chinese approaches. The Chinese perception of global governance has undergone a transformation from a component of the bipolar system into an opposing force and gradually turned into a beneficiary, defender and reformer of the current system. At present, China’s promotion of global governance is still being improved despite the fact that its approaches to its overall structure are based on the concept of a “Community of the Common Destiny of Mankind.” The challenges faced by China’s promotion of the idea of a “Community of the Common Destiny of mankind” include exclusivity, fragmentation and isolation at the level of the global governance system; differences between the consensus on multilateralism and the consensus on values; insufficiency of norms, rules and laws of global governance.
